On October 15, 1993, the Sanguniang Bayan of the Municipality of Tuba, Province of Benguet unanimously carried a resolution ( Resolution No. 515-93) authorizing the Municipal Mayor of Tuba to donate in behalf of the municipal government of Tuba, the area of 1000 square meters within the Municipal site for the construction of a BJMP District Jail to house the Tuba Municipal Jail.

In 1993, a deed of donation was executed between the LGU of Tuba represented by then MUN. Mayor Hon. Jose P Baluda and . BJMP-CAR represented by then ARD J/SUPT Rafael T Delson for the construction of District Jail. It was stated that the former will donate a 1000 square meter to the latter for the construction of the said District Jail. One of the condition of the donation is that the District Jail shall include as an integral part of said building the Municipal Jail of Tuba. The deed was signed on November 3, 1993 by the parties.
