History

In 2009, thru the initiative of the former Regional Director of BJMPRO-CAR, JSSUPT JULIAN O MANGOMOC JR, the Municipality of Buguias, Benguet donated a piece of lot in favor of the Bureau of Jail Management and Penology (BJMP) located at Bangao, Buguias, Benguet with a total land area of five hundred fifty-five (555) square meters. The BJMP started the construction of the Buguias District Jail building in 2011. However, due to budgetary constraint, the construction was made phase-by-phase.

On 2015, under the directive and supervision of the then Regional Director, JSSUPT EDGAR C BOLCIO, the completion of Buguias District Jail was prioritized to address the growing jail population of La Trinidad District Jail Male/Female Dormitories and Benguet Provincial Jail. It was intended to cater all offenders coming from the municipalities of Buguias, Mankayan and Bakun. The final touch for the building completion lasted on August 2017. Though there are still many things lacking, Buguias District Jail is ready to operate.

Manned by 17 male and 2 female personnel including its designated Officer-in-Charge, JSINSP BARTOLOME B TRESMANIO, Buguias District Jail finally began its operation on October 14, 2017 wherein forty-nine (49) male Persons Deprived of Liberty (PDL) were successfully transported from Benguet Provincial Jail and transferred to Buguias District Jail after close coordination with the honorable courts of Buguias, Benguet. Further, on January 31, 2018, fourteen (14) female PDL were also transferred to Buguias District Jail from La Trinidad Female Dorm.

Armed with passion and desire to improve the dire situation of Buguias District Jail for the comfort of both PDL and personnel, JSINSP TRESMANIO lead the untiring and relentless sourcing out of funds and donations. Support poured out from service providers and benevolent donors that paved way to the drastic changes for the remarkable improvements of Buguias District Jail. The muddy grounds were cemented, PDL needs, kitchen needs, office needs were provided, personnel barracks and the construction of the Buguias District Jail Multi-purpose Hall materialized from the concerted efforts of personnel.

Buguias District Jail is surrounded by vegetable plantations/farms. Other LEAs’ encampment/office are located nearby specifically the PNP-SAF 143 SAC, the Benguet Provincial Mobile Force Company and the Buguias Municipal Fire Station.

At present, the jail is under the leadership of JSINSP KEVIN S PECAY with the list of the previous Officers-in-Charge as follows: JSINSP BARTOLOME B TRESMANIO: October 1, 2017 to September 30, 2019 JINSP FRED A PAYAP-A: October 1, 2019 to October 31, 2020 JSINSP JULIO P MOTIO: November 1, 2020 to January 31, 2023 JSINSP KEVIN S PECAY: February 1, 2023 to present.
