History

The Mountain Province District (MPDJ) was created by virtue of a Memorandum of Agreement (MOA) entered into by the Provincial Government of Mountain Province represented by Honorable Maximo B. Dalog SR., Governor – Mountain Province, and the Bureau of Jail Management and Penology represented by Jail Director ROSENDO M DIAL, Chief, BJMP. It was formerly called Mountain Province Provincial Jail (MPPJ) when it was still under the Provincial Local Government Unit. On September 09,2009, the supervision and control of jail was formally turned-over to the Bureau of Jail Management and Penology (BJMP) to include the two (2) buildings with eleven (11) cells where adult male and female PDL are housed separately and subsequently renamed as Mountain Province District Jail (MPDJ). On December 09, 2010 the two parties represented by Honorable Leonard G. Mayaen, Governor, Mountain Province and Jail Director ROSENDO M DIAL, Chief, BJMP had entered into a resolution number 2012-074 ratifying the transfer and waiver of rights over the two thousand forty four square meter lot (2044 Sq.mtrs) that pave way for the improvements and construction of the perimeter fence, guard house and the admin building. Mountain Province District Jail (MPDJ) was created under the Memorandum of Agreement (MOA) between Provincial Governor represented by Hon. Maximo A. Dalog of Mountain Province and the Bureau of Jail Management and Penology represented by Jail Director ROSENDO M DIAL, Chief BJMP, on September 9, 2009. Since the turn-over of this jail facility from the Provincial Government of Mountain Province, a lot of improvements and innovations were initiated and pursued by the former Jail Wardens. One of the initial major improvements was the construction of the perimeter fence of the kitchen building in 2011 under the leadership of then JINSP JOHN WAYLAND LAPON. Continuing innovations include the construction of the Administrative Building adjacent to the Male Dormitory which started in 2012 and successfully finished in 2014. On 2016-2017, further improvements of the administrative building and construction of the Warden’s Office located at the second floor of the jail’s main gate were finally completed. In 2019, under the leadership of JSINSP JOHN S MELECIO, he initiated the request for the repair/improvement of the male dormitory building from the Department of Public Works and Highways (DPWH), With the aggressive coordination the project was approved and successfully implemented. Other improvements such as construction of the jail kitchen, Lawyer’s room, tiling of jail alleys, office and many other jail innovations was made possible thru the concerted efforts of the jail personnel and donations from generous private individuals. The Provincial Government of Mountain Province has continuously supported the jail facility since then such as funding of infrastructure projects (construction of septic tanks and deep wells) and additional food assistance. The unending support of the Provincial government to this jail has contributed to the effective and successful delivery of services to the Persons Deprived of Liberty. On January 15, 2021, the deed is being renewed and entered into by and between the Provincial Government of Mountain Province represented by Hon. BONIFACIO C. LACWASAN JR referred to as the FIRST PARTY and Bureau of Jail Management and Penology (BJMP) represented by JSSUPT ROLAND LEE NG CAEL, Regional Director of BJMP-CAR referred to as the SECOND PARTY had entered into a transfer and waiver of rights over the two thousand thirty-nine and sixty-six square meters (2, 039.66 sq.

LOGO AND IT’S SYMBOLISM

Mountains : Three (3) rugged mountains symbolize the three (3) Gods used by chosen Igorot people to anvils temper and strength of the spirit. The green mountains also denote nature that symbolizes growth,harmony,freshness, and fertility of the province.
Axe and Spear : The axe and spear represent what were once the Principal weapons of war, the spear depicting the status symbol of the warrior while the axe is an all-purpose economic implement.
Heave thick bars : The five (5) thick bars stand for the five (5) jail units of the province one(1) District Jail and four (4) Municipal Jails the thick bars also speaks of custody tigthened security and control of inmates.
PDL : Transforming from black to white depict the PDL undergo development processes.
Chain : The chain encircling the logo denote the strength uniting the ten (10) municipalities which compose Mountain Province
Jail Officer : Signifies professionalism and adeptness.
Nipa Hut : The two (2) nipa hut represents the two districts of the province. This also means the bank houses of the people of Mountain Province at the foot of the mountains.
Traditional Shield : Depicts the traditional fend of the Igorot people, this also refers to securirty,power,stregth and protection..
Yellow Color : Symbolizes the transcending light of corrections
