History

Kalinga has Seven (7) Municipalities with Thirty-Six (36) petty dialects spoken along the Ethnic groups. Pursuant RA 9404, Tabuk became the second chartered City of the Cordillera Administrative Region. Based on the Population Count conducted by the National Statistic Office, as of May 2010, Kalinga Has a total Population of 103,912 more than half of the Province’s total population. This is because Tabuk city is the capital of the province and is the center of commerce, trade and industry making the city an immigration area. Provincial and municipal jails already exist in the province before the establishment of the Bureau of the Jail Management and Penology (BJMP) to include Tinglayan MJ, Rizal MJ, and Pinukpuk MJ. The supervision of municipal jails was turn-over to the BJMP., personnel of BJMP-Kalinga took Immediate initiative and after proper representation to the local government, the provincial Government donated to the BJMP a 10,00 sq. meter lot by virtue of Sanguniang Panlalawigan resolution #93-082 located at the second plateau of Purok 6, Bulanao, Tabuk. Then BJMP CAR Assistant Regional Director, SSUPT. RAFAEL T DELSON recommended for the construction of Tabuk District Jail which was submitted to the BJMP National Headquarters. The construction started on December 1, 1994 and Tabuk District Jail was Officially opened on April 1, 1995. Since all the trial court are in Tabuk City, Rizal Municipal Jail and Pinukpuk Municipal Jail were dissolved and clustered to Tabuk District Jail.

Tabuk District Jail commenced operation with six (6) personnel manning ten (10) detainees turned-over for detention. In the year 2012, there was a sudden increase of commitment in the jail. In the same way, in the year 2014, the Provincial government initiated the transfer of detainees of the Provincial Jail to Tabuk District Jail thereby, in effect abolishing the Provincial Jail of Kalinga.

The jail has open space outside with an area of about three hundred twenty three point three (323.3) square meter which is ideal as temporary place of evacuation when crisis accrues and it is reinforced with concrete perimeter walls measuring about five (5) meters high, and entrenched with bard-wire. Improvements are also done such as construction of kiosk, construction of multipurpose pavement, construction deep-well, concrete water tank, forestation of the idle lots and it was transformed and cultivated for backyard gardening.

Currently, the average jail population In Tabuk District Jail is One hundred eighty (180) and counting. Finally, Tabuk District Jail administration has a good working relationship with other pillars of Justice.

In 2008, Tabuk District Jail received an amount of one Million five hundred twenty one thousand and six pesos (1,521,060.00) for the construction of jail female dormitory with perimeter fence. In the same year, additional cells were constructed with an amount of three hundred ninety six thousand two hundred seventy pesos and thirsty two centavos (396,271.32).

In 2010, the ten thousand (10,000) square meter lot donated by the Provincial Government was concretely enclosed with an amount of one million nine hundred ninety five thousand eight hundred eighty pesos and twelve centavos (1,995,880.12).

In 2018, the Bureau of Jail Management and Penology-CAR programmed the construction of new jail building of Tabuk District Jail- Dormitory Located at Bulanao, Tabuk City, Kalinga and was funded under the CY2018 decongestion program and Build Build Build Program of President Rodrigo Roa Duterte, under the Leadership of the District Jail Warden, JSINSP GANNISI W OLOSAN the construction of the Male Dorm started in the year 2018 and was finished and inaugurated on August 16, 2019, then proceeded with the construction of the Female Dorm which was finished a year later. The New Male Dorm houses One Hundred and Forty Three (143) male PDL and the New Female Dorm houses twelve (12) in total of one hundred fifty five (155) PDL.
